Teacher Salaries, Wartime Access and AI: Ukraine’s Education Agenda for 2026

Serhii Babak,

Serhii Babak, Chair of Ukraine’s parliamentary Committee on Education, Science and Innovation, has outlined key education priorities for the forthcoming budget period, placing strong emphasis on teacher salary increases, revised enrolment procedures under wartime conditions, and the expanded use of AI-assisted learning.

Acknowledging the ongoing impact of the conflict, Babak highlighted the strain placed on schools and universities, noting how institutions continue to adapt both teaching practices and infrastructure in challenging circumstances. Among the planned curriculum updates is the further development of the “Defense of Ukraine” discipline, alongside targeted support for veterans seeking access to education and reskilling opportunities.

Babak also underscored the growing role of artificial intelligence in both learning and administration, describing it as an increasingly integral component of instructional design, assessment, and student support systems. Taken together, these policy directions signal a broader commitment to improving teachers’ working conditions, safeguarding access to education during adversity, and accelerating the adoption of EdTech solutions as part of Ukraine’s long-term national recovery and rebuilding strategy.
